I have a bin of potting soil. Could I compost directly into this?

I'm in South Florida and plan to do a balcony compost. I have been reading your website (very helpful for beginners!) and am thinking of doing the 5 gallon buckets and using the vermicomposting technique. What kind of worms should I use? And how many do you think I should start with? I have also read that I should put in newspaper scraps, leaves, one handful of soil and one handful of sand and then add the worms to get it started. Do you agree with this? Thanks! As noted, this is my first time composting, so any advice will be very helpful! Thank you for your time!

I'm finished with my garden for 2010, and I am interested in composting. I have several options for outside, however, composting is a new one on me. When would be the best time to start a compost bin, in order to have it prepared for my 2011 garden? And would I need to spread it out in my garden, then till/ harrow it - when the composting process is finished? Thank you in advance for any info! Great job on your site...

In your 5 gallon bucket compost, do you only put fruit and veggie scraps or can all food scraps go in the bins?
